There is an ODBC driver (for windows obviously) for postresql.  I suggest
you look at www.postgresql.org to find out more about it.  Postresql is open
source software (licensed under BSD), so it's free in both senses of the
word.

There is Oracle8i personal edition, and afaik, you can download any version
of Oracle8i for free, though it is a proprietary product.  Also, I don't
know what the restrictions are for use.  I would suggest you check out
www.oracle.com for more information on that.

btw, if you're looking for a totally cross platform client side solution, I
suggest you check out Java's JDBC.  (I know, I shouldn't be pushing closed
solutions, but you all know Java is a pet peeve of mine :)
