Did you download an Enlightenment theme or a GTK theme? An Enlightenment
theme controls the look of your window borders, background, etc. A GTK theme
modifies the look of your buttons, menus, etc. If it's a GTK theme, go to
the GNOME control center, click on Theme Selector, and click "install new
theme". From there you can just give it the entire .tar.gz file.. no need to
uncompress it yourself. If on the other hand you downloaded an Enlightenment
theme, just follow the instructions here:

Enlightenment is the "Window Manager".. it's responsible for your window
borders, window placement, etc. I myself use an alternative to Enlightenment
called Sawmill, which I would highly recommend. Although it has slightly
less eye candy than Enlightenment, it's generally faster, easier to use, and
less buggy. And of course, Sawmill has it's own set of themes.
