Its not really "jacked" at all-- their reasoning should be very simple.
UCLA and by extension the STC is *not* an ISP (in the traditional sense)  
therefore they should not be in the business of providing things to make
servers happy, like static IPs. DHCP is a no-brainer for them (I was in
the dorms when EVERYBODY had a static IP, it was an administrative
nightmare-- my roommate at the time had a dead line for 10 weeks or so
'cause they didn't get around to him) and it gives them some degree of
legal coverage (read: Sony can't sue them as easily). 

So, yes, they are doing it SPECIFICALLY so you can't DNS
www.linuxvalue.com to your dorm machine, but you know what? I'd do the
same thing in their position.
