[UCLA-LUG] Process Priorities

Running top on my system, I get a bunch of different priorities for
different programs. For example, netscape runs at '20', X runs at '2',
mpg123 runs at '17', and cdrecord runs at '0'. (The higher the number,
the lower the priority). Are these programs 'nicing' themselves, or
does the kernel have some sort of criteria it uses to determine what
priority to run a given process at?
