Stay away from PCI modems. They are not yet supported. My experience is
limited to external only. Modems I have bought and used w/ linux:
USR sportster
USR courier
Zyxel omni.net (ISDN)

The previous suggestion for zoom is good. There is some rumors that some
modems handle noisy lines better then others. I know that the courier I
used was very consistant (44kbps almost always). But it comes at a price
premium. Some people say that telebit and zoom are also good in this vein.
But frankly I think it is all magic and just about any non-winmodem from
a reputable dealer will get you consistant throughput.

Market leader is definitely USR/3com.
